An American citizen can apply for a new passport through any of the four U.S. missions in India: Mumbai, New Delhi, Calcutta, or Chennai.
ADULTS CAN NOW RENEW PASSPORTS BY MAIL
U.S. Consulate Mumbai proudly announces the launch of a pilot program, allowing adults to renew passports by mail. Effective immediately American citizens possessing ten-year U.S. passports that were issued within the last 15 years can renew their passports by mail. Such applicants are no longer required to appear at the U.S. Consulate to renew their passports, although they may apply in person if they wish. New and amended passports will be returned to applicants by prepaid courier service approximately ten days after receipt of the application materials in our office. Prepaid courier envelopes are available for purchase at any VFS office in western India for a fee of Rs. 141. If you currently have a passport you must show it when purchasing your envelope. We regret that we are unable to accept the courier fees at the American Citizen Services Unit.
IMPORTANT NOTE: This new service is not available to the following people: (a) minors, (b) adults applying to replace lost or stolen passports, (c) applicants whose current passport was issued before the applicant turned 16 years of age, or (d) those whose passports have been expired for over five years. Such applicants must still apply person at the U.S. Consulate and present Form DS-11. In addition, the Consulate reserves the right to require any passport applicant to appear in person at the Consulate in order to receive passport services.

New passports will be returned approximately two weeks after the receipt of the application materials. Please note that our office cannot accept responsibility for passports lost by India Post.
If applying in person, each of the same items mentioned above is required; however, if you plan to pick up your passport in person (rather than have it returned by local registered mail), then the self-addressed stamped envelope is not required.
